Arrest Made for Possession of An Illegally Modified Flare Gun

On Thursday, June 3rd, 2021, at around 3:12 A.M., Officers Forrester and Falise conducted a traffic stop of a stolen vehicle in the area of Montgomery Street and E. Raynor Avenue. The vehicle was reported stolen out of the Town of Lysander

Upon stopping the vehicle, Officers quickly approached the car and placed both occupants, a 46-year-old male, and a 30-year-old female in custody. A search of the male occupant revealed that he possessed illegal drugs. As Officers searched the car, they found what appeared to be a flare gun. Upon further inspection, the flare gun was learned to have been modified to fire shotgun shells, making it a working firearm. A shotgun shell was also loaded into the gun.

In the end, both occupants were arrested and charged with the following:

46-year old male: Rochaun Morris, 46, of Syracuse:

  • Criminal Possession of a Weapon in the Second Degree
  • Criminal Possession of a Firearm
  • Criminal Possession of Stolen Property in the Fourth Degree
  • Unauthorized Use of a Vehicle in the Third Degree
  • Criminal Use of Drug Paraphernalia in the Second Degree
  • Criminal Possession of a Controlled Substance in the Seventh Degree
  • Additionally, the male was charged in another unrelated incident with:
  • Robbery in the First Degree
  • Criminal Possession of a Weapon in the Third Degree

The female passenger, Cania Williams, 30, of Syracuse was arrested and charged with:

  • Criminal Possession of a Weapon in the Second Degree
  • Criminal Possession of a Firearm
  • Unauthorized Use of a Vehicle in the Third Degree.

Both were lodged at the Onondaga County Justice Center.
