NOTICE TO CONTRACTORS
FOR THE CONSTRUCTION OF CONTRACT NO. 3 – GENERAL
CLINTON STREET CSO CONVEYANCES PROJECT – PHASE 2A

Sealed bids for the construction of Contract No. 3, Clinton Street CSO Conveyances Project – Phase 2A will be received by the Director, Onondaga County Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202, until 2:00 P.M. Local Time, on December 18th, 2007 and there at said office, at said time, publicly opened and read aloud.
The project is generally located in the central Armory Square downtown business district of the City of Syracuse, Onondaga County, New York. The work of the project consists of all labor, materials, and equipment required to complete construction of (but not limited to) the following pipelines adjacent to and under the elevated railroad tracks at the intersection of West Jefferson Street and Onondaga Creek:
1. West Jefferson Street Conveyance Sewer: Approximately 124 linear feet of 84-inch diameter sewer pipe (within a larger steel casing) installed by trenchless pipe jacking methods, plus approximately 40 linear feet of 60-inch diameter sewer installed by open trenching methods, along with pipeline appurtenances and manhole structures.
2. Tully Replacement Sewer: Approximately 142 linear feet of 12-inch diameter sewer pipe (within a larger steel casing) installed by trenchless auger drilling method, plus approximately 25 linear feet of 12-inch diameter sewer installed by open trenching methods, along with pipeline appurtenances and manhole structures.
3. Triple parallel Electrical Duct Banks: Three, separate, approximately 95 linear feet each, 18-inch diameter steel casings installed by trenchless auger drilling methods, with each casing containing multiple 4 and 5-inch diameter conduits.
The Contract Documents, including Information for Bidders and Bid Forms, may be obtained from CDM at Salina Industrial Powerpark, One General Motors Drive, Syracuse, New York 13206, upon deposit of $60.00 per set (check only). Requests for documents to be mailed out must be accompanied by a separate $15.00 check to cover postage and handling, or the recipient’s Federal Express account number. All checks must be payable to Onondaga County. The full amount of these deposits for sets of Contract Documents will be refunded to all holders of the Contract Documents who return their Contract Documents complete and in good condition within thirty days following award of the Contract or rejection of the bids.
Copies of the above described Contract Documents may be examined at no expense at the Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202; at the office of the County of Onondaga, Department of Water Environment Protection, 3rd Floor, Administration Building, 650 Hiawatha Boulevard West, Syracuse, New York 13204; F.W. Dodge, 4 Adler Drive, East Syracuse, New York 13057; the Syracuse Builders Exchange, Inc., 6563 Ridings Road, Syracuse, New York, 13206; and at the Owner’s Representative’s office, CDM/C&S Engineers, Inc. – A Joint Venture, Salina Industrial Powerpark, One General Motors Drive, Syracuse, New York 13206.
A pre-bid meeting will be held on December 5th, 2007 at 10:00 A.M., at the offices of the County of Onondaga Department of Water Environment Protection, Training Room, 2nd Floor, Administration building, 650 Hiawatha Boulevard West, Syracuse, NY 13204.
Each bid must be accompanied by cash, certified check, or bid bond in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information For Bidders. In addition, the Contractor shall be required to provide a “Statement of Surety’s Intent” with his bid.
The Bidders should not include in their bid the Sales and Compensating Use Taxes on the cost of the materials which are to be incorporated into the Project and which are to be separately sold by the Bidder to the municipality prior to incorporation into the Project.
Any contracts awarded under this invitation for bids are expected to be funded in part by an Appropriations Act grant from the U.S. Environmental Protection Agency. Neither the United States, nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. This procurement will be subject to regulations contained in 40 CFR Part 31.The right is reserved to waive any informalities in the Bid and to reject any or all bids.
