DEPARTMENT: Operations

SALARY RANGE: Grade 6 – $58,910 to $72,154

Note:  Starting salary is determined by evaluation of experience and qualifications for the position and will be set at some point between the minimum and maximum of the pay scale. 

JOB SUMMARY: The Operations Manager position is responsible for directing and supervising the daily activities of inside supervisors, outside supervisors and bus operators in compliance with collective bargaining agreement and Company policies and procedures. In addition, this position is responsible for Trapeze and any related Excel programs related to payroll, bid-dispatching functions, and the Centro HUB. Position is exempt.

SAFETY DUTIES: To be aware of safety policy, procedure and protocols and to report unsafe conditions to the Director of Security & Training immediately.  To ensure overall departmental adherence to safety policy, procedure and protocols.  To ensure subordinate staff attain the necessary and proper training and education on safety standards and arrange for annual review of the standards with the Director of Security & Training.  To coordinate these activities with the Director of Security & Training and report progress or deficiencies to supervisor for follow up. 

MAJOR DUTIES: 

INSIDE RESPONSIBILITIES:

  1. Coordinates daily activities of inside supervisors, including dispatching assignments for bus operators.
  2. Reviews payroll records (Trapeze) and coordinates with payroll department to ensure accuracy of driver pay.
  3. Reviews time sheets, extra list rotation, and overtime records to ensure efficient scheduling of drivers.
  4. Coordinates special events with Director of Operations, including advertising and delegating work assignments, assigning supervisors, assigning bus operators, oversees dispatch activities.
  5. Coordinates driver sign-ups three times per year, including posting bid schedules, monitoring daily bids, developing bid worksheets, and coordinating bid activities with other departments.
  6. Analyzes operating trends in order to develop recommendations on improving service efficiency and effectiveness. Presents recommendations to operations management for evaluation for purposes of deciding feasibility of implementation.
  7. Develops, implements, and reviews internal operation controls as assigned by the Director of Operations, Senior Director of Operations and the Senior Vice President of Operations.
  8. Assist’s operations management on project and program studies on varied topics as required.
  9. Assists Manager of Labor Relations with investigations, hearings, customer complaints, and interpretation of contract and policy and procedure language relating to the discipline of bus operators.

OUTSIDE RESPONSIBILITIES:

  1. Coordinates daily activities of outside supervisors, generates road logs and reviews onsite performance of outside supervisors.
  2. Reviews quality control processes and procedures of outside supervisory operation by assessing staff on the job site.
  3. Monitors process to ensure proper bus stop installation, bus shelter cleaning, UFPO’s, repairs and maintenance.
  4. Reviews accident /incident reports for accurate and complete reporting of all information in order to ensure information is useful in possible future litigation.
  5. Research data for weekly reporting of customer complaints.
  6. Assists in the instruction and training of newly hired employees in operating a bus as needed.
  7. Manages the Centro of Syracuse’s Transit Hub
  8. Perform other duties as assigned by Senior Vice President of Operations, Senior Director of Operations or Director of Operations.
  9. Remains on-24 hour call.
  10. Performs other duties as assigned.

JOB REQUIREMENTS:

Education/Experience:  Bachelor’s Degree preferred and/or five (5) years’ experience in a managerial role.

  1. Knowledge of transit routes, equipment, and employee duties and responsibilities.
  2. Knowledge of authority policies and procedures.
  3. Knowledge of city streets and surrounding areas serviced by CNYRTA.
  4. Knowledge of union contracts (Utica & Rome).
  5. Highly skilled in leading teams and in interpersonal relations.
  6. Skill in oral and written communication.
  7. Skill in organizing and prioritizing work.
  8. Skill in operating a computer.
  9. CDL B with Passenger endorsement preferred.
