Notice to Bidders-Town of Salina Richfield Park Restroom Alterations & New Shelter

Sealed bids will be received by the Town of Salina at 201 School Road, Liverpool, New York 13088 until 10 a.m. (local time), on Wednesday, October 4, 2017, at which time they will be publicly opened and read.

The work site is located within the Town of Salina limits with work to be performed at Richfield Park, located between Richfield Boulevard and Brookfield Road in Mattydale, New York, Onondaga County.

The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion the work shown on the Drawings and described in these Specifications including, but not necessarily limited to, the following: Renovations to the existing restrooms, including removal, relocation and replacement of plumbing fixtures, new bathroom accessories and partitions, new countertops, new light fixtures, new signage, epoxy flooring, and paint, and the installation of a 20’ x 30’ gable end shelter.

Drawings and Specifications may be examined at the Town of Salina, 201 School Road, Liverpool, New York 13088 and at the office of CHA Consulting, Inc., One Park Place, 300 South State Street Suite 600, Syracuse, New York 13202. The contract specifications and drawings may also be examined free of charge at the Onondaga County Community Development Office, 1100 Civic Center, 421 Montgomery Street, Syracuse, New York, 13202.

Complete sets of the Drawings, Specifications, and Bid Forms may be obtained from the Town of Salina Town Clerk, Ms. Jeannie Ventre, at the Town of Salina offices located at 201 School Road, Liverpool, New York, 13088, in accordance with the Instructions to Bidders. Contract Documents will be provided electronically on a compact disc (CD) in PDF format and may be obtained at no cost. Contractors that obtain Contract Documents from a source other than the Issuing Office must notify the Issuing Office in order to be placed on the official Plan Holders List, receive Addenda, and other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders list may not be accepted.

All bids must be made on the official Bid Form or an exact copy by reproduction thereof and enclosed in a sealed envelope. This is a LUMP SUM bid as described in the Instructions to Bidders. No Bidder may withdraw his bid within forty five calendar days after the actual date of the opening thereof. Each bid must be accompanied by a bid security in the amount of five percent of the base bid in accordance with the Instructions to Bidders.

The successful Bidder will be required to furnish construction performance and payment bonds in the full amount of the contract price.

The successful bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and published in the Federal Register (41CFR Part 60-1, 33 F.2 7804).
This project is funded (in part) by a grant from the Onondaga County Community Development Division. Approximately $50,000.00 of the project cost will be financed with federal money. Bidders will be required to commit themselves to a goal for minority business participation in the contracts.

A prebid conference will be held at 9:00 a.m. on Monday, September 25, 2017 at the Richfield Park Bathroom Building, Richfield Boulevard, Mattydale, NY.
