Ohio State Police Arrest Suspect in the City’s Latest Homicide

Raouf Muharram, 32 was shot and killed while working the Blue Star Market

On Sunday, January 16th, 2022, at approximately 08:47 A.M., Syracuse Police Officers responded to the Blue Star Market, located at 1410 S. Salina St., regarding a shooting with injuries call. Upon arrival, Officers found a male victim, identified as front-end clerk, Raouf Muharram, 32, inside the premise behind the counter.  It was evident that he had been shot.  Muharram was pronounced deceased on the scene, marking the City of Syracuse’s first homicide of 2022.

An investigation was immediately commenced by CID Homicide and Crime Scene Unit detectives.  Numerous people were interviewed, an extensive neighborhood canvass was conducted, and physical evidence relative to the incident was collected. As a result of the above efforts, a suspect in this investigation was quickly identified as Kareem D. Huggins, 30.  It was learned through investigation that Huggins had utilized a reported stolen vehicle during the course of this incident and its subsequent aftermath.

January 17th, 2022, at approximately 12:45 A.M.., Huggins was located by Ohio State Highway Patrol while parked in the same stolen vehicle. The vehicle had been observed at a rest area along the Ohio Turnpike in Sandusky, Ohio. Huggins was taken into custody without incident and found to be in possession of a stolen handgun.​

In regard to this investigation, Kareem D. Huggins was charged with the following crimes pursuant to the Murder of Raouf Muharram: One count of Murder in the Second Degree; one count of Criminal Possession of a Weapon in the Second Degree.

Huggins is currently lodged in the Sandusky County Jail pending court proceedings and will await extradition back to New York State.
